Which is best- changing USD in Nicaragua or before?

Nope-$3!* I used BAC machines if that makes a difference.
*there may have been a charge worked into the cost of the money itself, but looking through my bank statement, it says the charge was $3. I'd be surprised if the amount included in the money itself was more than $3, so $6 total.
