"safe" case in point: in my hometown which is considered safe was recently a driver crossed the center and sideswiped an oncoming vehicle before jumping the curb to land inches from a construction worker in a pit. the fender/bumper was shredded so it would have been a closed casket funeral. there is no "safe"!
