I am currently in Bluefields and am trying to find out if there is away of getting up the coast to Bilwi by public or cargo boats. Anyone done it or have any info about it.

the simple answer is no, or at least that was what I was told last month when I was trying to do the same, there was a launch but it doesnt exist any longer and you would have to hire a private launch for $5-600

Possible? Yes,No,and Maybe.
Cargo ship Capt D (check out Right Side Guide for contact info) travels from Corn Island to Port (Puerto Cabezas) once a month or so or whenever the stars and planets align. Capt D stops in El Bluff in route to Corn Island.
Another long shot is a direct flight from Bluefields to Port (avoiding MGA layover) Costena flies them every so often but it is another of those star and planet things.
If time, money, and comfort are of no consideration you could probably piece mil a trip from Bluefields to Port together, might take you a month to get there but it would make for some interesting stories.
Right now is probably your best chance for making this trip but it will require lots of inquiries and patience. Lobster season is closed and will be opening in July. Lobstermen are busy building traps and the wood for the traps comes primarily from RAAN so there are boats making the trip just not the regularly scheduled sort of thing you are most likely looking for.
Also the road to Port (from MGA) will be in fair shape due to the dry weather, don't try it once the rains begin unless you are up for a serious adventure.
