Why rent a car? Driving in Ceiba seems to be scary (or at least felt so as a pedestrian..) take the bus, many, many many from SPS to Ceiba.

I have to agree with the above- if you are going to Roatan there is no place safe to leave the car in La Ceiba, Honduran drivers are as crazy as drivers in other Central American countries., the roads up into the hills around La Ceiba are not in good shape. What you could do is fly to La Ceiba and negotiate with a taxi driver to drive you where you want to go- my bet is that the cost would be on par with renting a car .
