We are flying to MoBay in a week and looking for a cheap place to spend 3 nights in Nergil.
We would like to stay on the beach, but in a place that we can spend the night SLEEPING (we have a baby) - so no loud bar / live shows.
Budget - up to 40$ per night for the room.

ON the beach for $40 is tricky...Fun Holiday is close, and has AC (so you can close windows and turn on AC to noise), but depending on what time of year may have noise onsite or nearby....notably at spring break.
You might consider Secrets Cabins at Firefly, that is a quieter end of the beach and those cabins are in that price range.

Looking into the prices I understand that I will have to spent more than I wanted.
So for a budget of 60$ per night - where will I be able to find a room on the beach - not noisy and with a privet bath?

It is across the street from the beach, and is in your price range and quiet.

Fun Holiday. Unless you are there at spring break, it shouldn't be loud, but quiet is not guaranteed anywhere in Negril...there's a noise ordinance that is somewhat erratically enforced but I don't think it applies before 11PM or 1AM.
Even in a quiet country area there can be dogs barking, roosters crowing, etc. In Negril you have that possibility as well as music possibly playing at nearby bars, nightclubs, etc.
Your best bet is a place with AC so you can turn that on and shut the windows.
If you are there in high season I can't think of many other options directly on the beach but in low a few more hotels fall into that price range. Low season is generally mid/late April through mid December.
If you want to save money, one idea would be to spend the whole vacation in Negril. You can get a JUTA bus from the airport at MoBay straight to Negril for $25 a person. Negril is generally cheaper than MoBay and the beaches are free. In MoBay, you have to pay to go to Doctor's Cove, the nice beach.
If you stay for the whole week, you might be able to negotiate a lower rate.
If you can't find a quiet place on the beach, I recommend Xtabi, on the cliffs. It is quiet! and the cliffs are BEAUTIFUL.
