I walked around NYC by myself at night all the time, I grew up there.
I['ll walk in Jamaica at night solo under certain conditions, but not too far and not in dark unknown areas, etc.

As a general SAFETY rule, a women should NEVER walk alone at night in a city that she is UNFAMILIAR with !

I think everyone is working on assumptions that are too broad and too vague. Back to the original question:Can she walk alone at night around Falmouth? Well, what does "around" mean? On a main street, from restaurant to hotel, with plenty of people around/ probably ok.
To explore side steets and neighbourhoods or go on main streets when it's so late you're practically alone? No.
Can women walk alone on strange city streets? yes, with a lots of qualifications: time of night; area, specific streets, confidence and travel smarts of the individual involved. I used to walk home, alone, at 3:00 am in Rome. Couldn't do it now. I've walked i Chicago's Loop very very late, with no problem; and been seriously nrevous one at 5:30 am
I walk home alone i port Antonio at 2:00 am but i'm familiar with the area, very alert and I'm known I the area. I would NOT suggest another woman, new to Port Antonio do it.
