Lake Louise or Banff are very in-the-mood and snowy!
I'm from Calgary and we haven't had a white xmas in a long while due to well timed chinooks.

Jasper Park Lodge for sure. I went to Jasper for Christmas last year (we had it on the 1st December as we were having Christmas with both families, in 2 different countries).
We went for a drive out to JPL and it was just amazing. It was decorated beautifully and there was a little campfire outside.
A white christmas, where it actually snows, cannot be guaranteed, but we had snow on the gound and that was more than enough for me!!! :o)
Quebec City, Old Town. For sure.
