How do you seperate the groups? Who decides who is degenerate or mentally ill, and how do they make the distinction? Finally, once you isolate the "bad apples", how do you deal with them? Do you send off to a camp? Do you throw them in jail?
For what it's worth, I think the way New York dealt with their problem is interesting, although I'm not sure if it would be feasible in a city like Vancouver.

There is certainly truth to that statement. Remember, though, that most of the social work jobs are not very well paying. There is a lot of very compassionate people working down there and I don't think many of them would be sorry to lose their jobs if it was because the problem had been resolved, at least not on the street level- higher up the chain, who knows.

I think you answered you're own question there. Toronto may be 15th but it's a hell of alot more fun. Just my opinion of course.

Vancouverites love the affirmation that these reports and others provide.....Toronto used to as well when being 'Word Class' was their be all and end all. Of course, that was 20 years ago. One day, Vancouver will grow up too.

It creates a cycle of pompousness by peope who live here, others who call us on the pompousness while saying it's unjustified, and the need for Vancouverites to defend themselves and their city.
Aren't we done with it already? You can only have the same argument so many times.
