Are there any buses/shuttles from Winnipeg to North Dakota? Is it possible to rent a car in Winnipeg and drop it across the border in the USA? How would someone travel overland from Winnipeg to North Dakota?

Jefferson Bus Lines used to run service from Winnipeg to North Dakota but they gave it up 5 years ago due to delays at the US border, otherwise the nearest intercity bus services that cross the border are in British Columbia or Ontario. There are occasional tours such a shopping trips but nothing regular. You would find it very difficult or impossible to rent in one country and return in another country. Sorry, but crossing the US border out in the Great Plains/Prairies without a car is now pretty much impossible.
Don't they still have those riverboat steamers in Winnipeg that ply the Red River (which originates south of the border)?

#3 perhaps you would like to enlighten us as to which train crosses the border from Winnipeg?
I remember flying many years ago from Winnipeg to Grand Forks en route to Los Angeles, but don't think any operator serves that route now.
