Avis Canada in Ontario, the Additional Liability Insurance

I will be visiting Ontario and Quebec in the summer and would like to rent a car for easier transportation. While I am trying to reserve on Avis.ca, I found that ALI is marked "not available". When I send them email and ask about the ALI, they reply me that ALI is not available but "please inquire when pick up".

I don't really understand what it means. Does it mean that I can purchase ALI when I pick up the car, though it is not available online?

In fact, the FAQ states that the customers can purchase ALI "on the time of rental".

Would be grateful if anyone of you could kindly share your experience, whether it is possible to purchase the ALI. I need this kind of liability insurance as I do not have any policy which can cover my trip in Canada.

The last time ( 2012) that I rented from Avis in Ontario the extra insurance was offered as an option when I picked up the car. Don't worry as they want you to purchase it, more money in their pocket.
