If you need reliable internet access, you should not stay at the Sheraton Kampala until they have upgraded their internet service. During the week that I stayed there, from 8 a.m. to 8 p.m. Monday to Friday (the problem was somewhat relieved on Saturday and Sunday), I was frequently denied access for periods of 10 to 40 minutes long. Once connected, even the briefest emails were delayed in transmission for up to 10 minutes. I reported this problem to the reception, asked to speak with an IT support person and spent the next 3 hours in the lobby in front of reception. No one came to talk with me. I reported this problem twice more and on check out I was told by the person at the check out desk that many guests had recently complained about the internet access.

Suggestion/Question: Is there any way that the quality of internet access from a hotel can be regularly assessed from outside the hotel with the results posted on a notice board such as Thorn Tree?

If you need reliable internet access, you should probably not be in Uganda!
Can you not just buy a 'dongle', or whatever the thing you stcik into your computer to get internet is called?

welcome to Africa even things like ATMs can not be relied upon with the whole visa network down at times.

I fail to understand how you could wait 3 hours I would have demanded to speak with the manager after 15 minutes or so

Most Thorn tree readers do not stay at places like the Sheraton

Sorry about that bad experience Bompata, But am reliably informed that they are in the course of changing the service provider, to the Latest 4G LTE internet , its pretty fast and reliable, supposedly from the best 4G LTE in the country which could be at most Smile Communications. Have used their Dongles and MiFi, Pretty fast, you would for once think you are surfing back at home in Europe or the likes
