Hey,
I am acutally visiting Uganda an found a very nice site near Kampala where you can enjoy the wetlands, see the famous shoebill (without paying the expense entrance fee for national parcs) and get in touch with the local community...
The local guides offer tours in canoes and can tell a lot of interesting storys about birds, wetlands uses, etc - really worth a visit and not expensive (tour for up to 3 people costs 50.000Ugandan Shilling)
You can reach "Mabamaba Bay" from Kampala within one and a half hour, maybe a bit difficult to find (thats why you will probably not come across the main tourist stream) but the guides can direct you (+256 78 2890533).
