Sending money to travel agency

Hello guys,
We have almost choosen a travel agency in Uganda for renting a car with driver, but all want at least 50% of money in advance. We rented cars some times, also in Africa paying on arrival.
Is it normal in Uganda?
We can't get any proper information from our bank how big is a commision for wire transfer to Uganda.

We are not sure, do it or not. Maybe somebody has any experience.

Just out of intrest. What company and at what price?

I guess the Tour company wants you to pay part of the money as a sign of commitment that you will travel with them so that they reserve it for you.
But still you can talk to them and assure them of your interest in their services so that you can pay on arrival.

If they mentioned the name of the bank where the wiring can take place just go with the details they gave you, that bank will help you make the transfers for you. But still communicate to them and see if you can pay upon your arrival.
