GUIDING OF TOURIST

Folks what do you think of the below massage from Tanzania Tourist Board?? ANY COMENTS??

In case there is a necessity for Tanzanian tour company to use a foreign Tour Guide, a work permit should be obtained the Director of Immigration services. Seems to be the standard across the world. If you want to work, get a work permit. Don't take jobs from locals.

But - "International Tour Leaders are not subject of this requirement, save they have to comply with normal travel requirements."
Does that mean overland leaders are exempt?

I presume there aren't many locals working as International Tour Leaders (what a great job title!), so the authorities aren't bothered.
