Ethiopia car-travel

I'm going through Etiopia later this year in my Landrover. I understand new traffic laws have been introduced, so the blame will always be on the car driver, and that an accident always will lead you to a prison. Is that correct?
How is it to bring your car from Djibouti to Ethiopia? Is it difficult, administratively, and how is the safety in Djibouti and in the harbour? Has anybody a personal experience?
