HI,

Somehow couldn't find info from the recent year - what's the recommended sim card company (data+calls) and - which will function both in Kenya and Tanzania? do they roam or is the "East Africa agreement" actually working?

Hi they do roam Just Vodacom and safaricom I think are under one banner but still all do roam!

4. Zantel http://zantel.co.tz/

What's "under one banner"? I can use them in both countries?

The trip is planned as 5 days in Kenya and 20 in Tanzania. Should I buy sim cards for each country?

I would advice you buy one for each country ! One banner here means they have integrated some of their services like sending money across the two countries with sim cards ,yes we have such services its called M-PESA when you get here you will learn more abt it!
For data+calls roaming charges will still apply

As indicated it will more simple to buy a SIM card for each country. It's very cheap.
