I am having trouble finding a shuttle that will pick us up at KIA and take us to Arusha. Does anyone have any experience and?or suggestions? If there is no shuttle what would be the best way to make that transit and what should we expect to pay?

I heard that there is a shuttle bus organized by Air Tanzania, going to Arusha. Another shuttle goes to the Impala Hotel in Arusha, 10 USD per person. A taxi comes about 50 USD.

There was a shuttle waiting when I arrived on the KLM flight last Sept. Ask a local as you exit baggage claim and they'll point out the driver. The shuttle wass $10/person. I was going to Moshi, and was quoted $50 for the taxi (there was no shuttle to Moshi). I used the possiblity of going by shuttle to Arush, to negotiate my taxi fare to Moshi lower.

All the above answer are sounding correct (No.1 & 2). Further more, Impala Shuttle Bus, Riverside Shuttle Bus are saved daily from KIA to Arusha if your arrive by KLM flight, and its cost is not more than Usd 20 per one way transfer.
But if your coming with different flight, you can ask Airport staff to assist to check out with some vehicle which drops their passenger and their going back to Arusha, you can negotiate with them for the trnsfer. (But this depends how experince you have in travelling and the luggages you have)
Be care full, "Always avoid cheapest things when you travelling, cause cheap is expensive", better use shuttle bus or hire an authority vehicle.
