I was wondering if anyone has been able to just get a visa at the border or have they needed to complete the online form first?

It depends on your passport. Rwanda offers upon on arrival visa for most of developed countries (I think including New Zealand). You might want to look at the list at the Embassy website. Otherwise, you have to get the form online and send to the embassy in your country to get visa (they no longer offer online application, at least in America). THe process takes around 3 business days
In November 2008 I got my visa to Rwanda at the Gatuna border crossing. I'm Portuguese.
The guy didn't seem very happy, and said that I should have got the visa before. I said I had read I could get it at the border, and he just asked what I was going to do in Rwanda. I told him I was going to visit the Vulcanos National Park.
Then it took about half an hour (while I didn't know if he was, or wasn't, going to issue the visa), and 50 or 60 USD, to get it.
As far as I understood, for some reason they don't like to do it at the border, but they do.
