When visited Kenya, a lovely country indeed, but what a huge disappointment to discover the inequity treatment of those people categories. If someone can explain the reasons why some ( neighbours african) foreigners pay more than wealthy"wazungu" residents, for hotels, parks, museums, cinemas.... it would be helpful:

Anyway, an other reason of this thread is that Rwanda seems different with some rates applied:
As far as i'm concerned only the Volcanoes National Park charges different prices according to your status, somehow reasonnable or unfair. If you know more public/private institutions making this difference please state here. Both community, short or long term the country, would enjoy some tips.
Finally, being part of the happy fews, where are the free wifi zones in Kigali and the rest of the country?
