I am Norwegian citizen going to Rwanda in the begin of december. I have seen the form on www.migration.gov.rw. They ask for a Letter of invitation you have to upload. For you other people who have done it before, what did you do? what kind of document did you upload?
I am planning to go to DRC for a couple of days. What do I do to re-enter Rwanda. Can I fill out the form once more or is it better to apply for a multiple visa in Kampala?

hi,
a letter from the hotel confirming a booking should be enough. online you select the type of visa wanted and upon arrival you will pay to the immigration.
To re-enter: If you appkly online, you can use the same letter but you need to pay the single visa again. Or have a multiple visa beforehand from an embassy.
I didn't need any kind of invitation, a hotel confirmation or travellagency stuff in my pre-visa app. I got it after 3 hours.
I'm a norwegian passportholder too. And when I visited Rwanda in June2010, backpackstyle, I was 22years old, and not without too much money.
So I think you'll be fine, unless you have some suspicios job?
