Ecobank ATM - Cirrus Card

At the moment, Ecobank ATMs (in town and at the airport) do not accept all Visa Debit cards only Visa credit cards and visa debit from Tanzania, Germany (and the US?). They told me they also do not accept Cirrus cards and to get money with Visa Debit one should go to Bank of Kigali with a passport and withdraw the money over the counter.

I arrived in Kigali 4 days ago and used my US debit card at Ecobank. It is the only bank that I have found accepting foreign cards. Surprisingly, you will get a better rate if you exchange cash with forex bureaus. Also don't bring any US currency minted before 2006, you will get an awful rate at both banks and forex bureaus.
