Someone else will have more up to date info I’m sure but I had no difficulty in obtaining a visa on arrival at Maputo airport a couple of years ago as did fellow passengers. Difference was I travelled on an Australian passport and my research prior was that I could get it on arrival because there was no consulate in Aust. The rules for visas in any country are not necessarily the same for all EU countries. I know you can get a visa on arrival with a UK passport, but this doesn't necessarily mean you can with, say, a Greek passport.
Also, whilst you can get a visa at the border, I believe the bus companies won't let you on board without a visa, presumably because they don't want to be held up by loads of people obtaining visas at the border.
That's right about the bus companies, or at least that was the case last year. We got visas in Joburg after lots of running around and loads of help from friends, but it sounds like things have changed since then and it's even more difficult. It sounds easier to fly if you can!

I have a Greek passport and I got my vista on the spot in Maputo Airport.
I think all these speculations about possible problems are nonsense. One should contact a Mozambican embassy and ask them directly.
kunst- my comments about problems getting a visa when travelling by bus are not entirely speculation but based on the experience of Kelstarama (she posted about it at the time), who fortunately posted herself to confirm what I said.
I think getting a visa at the airport is likely to be less of a problem, but I agree that confirming with an embassy is always a wise plan. My example of a Greek passport was completely random- I had an experience once on an overland tour where an Austrian passport holder was not given a visa on entry to Malawi so I always warn people that not all EU passports are treated the same.
