I'm planning on going to Fes on 13 October for a week.

Firstly welcome to morocco at any time ,no matter the time of ramadan,here i see tourists in Ramdan and am sure you'll enjoy time at this time because the end of ramadan mean here many shopping and you can see how we celebrate the end of this holly month.

I don't know if it's the same in Morocco, but I happened to be in Istanbul at the end of Ramadan a few years ago, and many of the shops were closed for the 3 day holiday (the eid), even the Grand Bazaar. I suggest asking someone when you arrive if anything will be closed (museums, shops, etc.) during the eid.
