I would definitely say Tanzania you have the whole northern circuit Ngorogoro Crater and Manyara national parks both breathtaking and of course Serengeti - the roads are far superior and so is the country. Animal wise I have always been impressed. And as the other posts say softer and gentler country - less hassle as well.
I have travelled extensively in both and my preference will always be Tanzania for me
