I am in Kenya and having a similar problem (US citizen who's been traveling for a few months and couldn't apply in the US). Apparently the rules changed 2 weeks ago and now consulates/commissions cannot issue visas to non-residents of their area/region.
I emailed these guys: info@ghanaimmigration.org and they actually replied within the hour. Here are their instructions:
You would have to send an email addressed to the Director of Immigration (Director@myzipnet.com), stating the following;
- Purpose of visit
- Reason for not obtaining a visa at our embassy
- Duration of stay
- Place of embarkation
- Date of arrival
- Flight details
- Lodging/Hotel reservation or residential address
- Copy of your passport bio-data page
Your application should first be approved and you should receive a copy of the visa before you embark.

I emailed the director but have not received a response yet (3 days now). So, I am going a 2nd route. A friend of mine who is traveling in Ghana right now has a contact at the immigration office who said they can issue an emergency visa from the immigration headquarters for $100 if I can get a letter of invite from a Ghanaian national. My friend's taxi driver agreed to do it (for the lovely fee of $100). When I fly to the Accra airport the taxi driver will go to the airport to turn in my emergency visa/ letter of approval to the head immigration person at the airport. I'm not sure if this will work, but it's my only option - I've actually already purchased my flight from Kenya!
