Difficult question in some respects:
There are good areas that are horrifically expensive, there are good areas that are cheaper; do you want to live in an area full of expats such as Airport Residential but very expensive? Have you lived in Africa before? Who is paying for this? Your company or yourself?
As above, there are websites where you'll see a lot of prices if you google for 'Accra rental accommodation'

A nightmare, you usually have to pay a year up front!
Expensive I would think, have a look on expat blog - there's a forum on there with ideas

The Paloma Hotel has a main hotel at Ring Road central and a subsidiary in the industrial district. I checked out Paloma Hotel at their website and went there without reservation. When I arrived at the main hotel it really seemed to be a nice place. With a large open restaurant area outside and a live band playing. the reception area really looked nice.

Cantonements is a good area - close to the centre of town, but green and leafy and feels fairly safe. I've been in Accra for 2 months (leaving this week), and I stayed at Accra Serviced Apartments in East Cantonments, which I'd recommend - they do short and long term lets of furnished apartments, so it could be used as a base whilst you look for somewhere more permanent. There are plenty of similar serviced blocks in the same area, but from what I could tell they were all more expensive.
Bureaucracy seemed minimal, though I don't know if there would me more for a longer term let. Beware - accommodation in good areas is expensive - reckon on at least 120 USD per night for a one bed apartment. Also, it's all payable upfront here - I understand that if you rent for a year then it's the same.
Sorry, I haven't dealt with buying appliances so can't advise on that.
