You can find 3 star hotel in Africa for 30 USD just in your dreams.
There are some good hotels (maybe 2 stars) which start from 50 USD. Those are quite clean and have A/C, TV with BBC and Ghanaian channels, breakfast (egg omelet) included.

As far as night clubs for single men, it depends on your purpose in going there. If you want just to dance and listen to music, the Office in Cantonments and Tantra in Osu are decent enough spots. If you are looking to meet lady friends for temporary companionship($$), virtually any other night club will do (Macumba in Osu is the most well known, but I haven't been there so I can't vouch for ambience).
