Yes, you get VOA at the Bole airport. It's US$50 pp.

At the airport you first go to a window where they write the visum then you have to pay at another window and you get your passport with visum back. If I remember it correctly you can pay cash (dollar, euro and pounds) and with visa card. After that you will go to border control where you get a little interrogation, they take a picture and in some cases your fingerprints.

A small correction to my previous post...
In theory card payment at Bole airport is possible, but only in theory, as the card reader is most the times out of order, or the line is broken. Practically, like everywhere else in Ethiopia, you can rely on cash only.
