Are there any ATMs in Alexandria, Egypt where I could withdraw US dollars? If so, is there a risk of counterfeit notes and should I just withdraw LE and exchange them inside a bank?

I have not been in Alexandria. But I am almost sure you won't get any US dollars through the ATM anywhere in Egypt. The reason is a practical one. What do you do with the US dollar in Egypt. It is useless.
In the bank, perhaps. Go in and sit down with a bank agent bringing your bank card and passport. Go to a National Bank of Egypt branch.
