A surprising number of Romanians, particularly younger people, have good to very good English-language abilities. Don't expect much English in smaller towns away from universities or when dealing with older people, but in general you shouldn't have major problems. Indeed, Romanians have a gift for learning foreign languages. As their own language is a romance tongue, like French, Spanish and Italian, most people are at least bilingual with one of these. Of course, it never hurts to learn common, everyday Romanian words like bună ziua (hello/good day) and mulțumesc (thank you). The reaction you'll get will be invariably positive.
