The region's José Aponte de la Torre-Ceiba Airport is in the former Roosevelt Roads Naval Station. It primarily offers flights to Culebra, Vieques and San Juan; airlines serving the airport include Air Flamenco and Vieques Air Link.

Local car rental agencies typically provide pick-up and drop-off service to the airport. A taxi from the airport to Fajardo's ferry terminal is fixed at $15 for up to three passengers; to San Juan it's $80.

Sights in the region are dispersed and you'll really need a vehicle to see things. Most car-rental agencies are in Fajardo or near the José Aponte de la Torre-Ceiba Airport. Try Enterprise, World Car Rental or Avis.

To get to the ferry terminal, take Hwy 195 from Hwy 3; follow signs that say ‘Embarcadero’ or ‘ferry.’ There's secure outdoor parking ($5 per day) near the ferry docks. Note that most rental-car contracts prohibit taking cars on the ferry to Culebra or Vieques.

For Cabezas de San Juan Reserve, Las Croabas and Playa Seven Seas turn north off Hwy 195 onto Hwy 987.

Ferries to both Vieques and Culebra leave from the modern Autoridad de Transporte Marítimo in the gritty Playa Fajardo/Puerto Real neighborhood, about 1.5 miles east of town. Tickets are sold immediately before departure; no reservations or advance sales accepted. A taxi from San Juan costs $80 for up to five people.

Públicos (public vans) running from the Río Piedras terminal in San Juan serve the ferry terminal ($26) and Fajardo pueblo ($5.50). Be sure to leave early – the travel time is three to four hours, depending on traffic. Públicos run Monday to Saturday only, the last one leaving at 3:30pm in either direction.

If you're headed to the ferry terminal and you're on a tight budget, consider getting off in town and walking the 35 minutes to the ferry – a straight shot on a decent road. A público trip to/from San Juan's international airport costs $10 to $30, depending on where you get off.

You can always find taxis at the ferry terminal and Ceiba airport to take you to San Juan or its Luis Muñoz Marín International Airport ($80 to $90). For taxi service originating elsewhere, try Fajardo Taxi.
