Cab drivers in Seoul could now face fines for refusing passengers.

Seoul’s taxi drivers will be slapped with fines and revoked permits from Thursday if they refuse passengers. The city government announced its “three-strike rule”, which will see drivers liable for large fines, suspensions and having their permits revoked for refusing a passenger.
