For decades, Delhi has been menaced by packs of stray dogs, which roam freely throughout the city, threatening and attacking city residents.
Every year, more than 30,000 people are bitten by dogs in the city, and more than a dozen Delhi residents die each year from rabies contracted from dog bites. Under the Indian Prevention of Cruelty to Animals act, strays have previously been protected from culls, but the city council is considering relaxing the regulations to allow the culling of dangerous dogs after a string of deadly attacks on children.
