Nepal’s new constitution proposes six states with Indian border

The new constitution agreed by the government and opposition parties in Nepal will split the country into six provinces, each sharing a border with India.

The plan was reached after long and often fractious negotiations, and it is hoped that the new administrative areas will allow provinces to have more control over their economic fate via trade across the border. One of the big criticisms of the old constitution was that it concentrated power and wealth in Kathmandu, while robbing rural areas of the economic benefits of the trade moving through their territory.
