The training restaurant of the Pacific Institute of Culinary Arts is a popular spot with in-the-know locals, especially at lunchtime, when $24 gets you a delicious three-course meal (typically three options for each course) alongside service that's earnestly solicitous. Dinner costs $8 more. There are also regular buffet options, typically on Fridays (lunch $28; dinner $38). Reservations are highly recommended.
Decor-wise, the restaurant is slightly dated, with a 1980s feel. There's a side outdoor-seating patio, but the Granville Island view from inside the restaurant is better.
