Above Sparrow (Cardinal's food-focused sibling), you'll find a two-story tearoom set with a glittering chandelier, velvet couches, framed artwork and fresh flowers on the tables. It's all very prim and proper, right down to the delicate China and tiny teaspoons, worthy of collecting. Of course, this is Mile End, so that means groovy bossa nova tunes and hip waitstaff.
The teas are great although on the traditional side, and there are snacks on hand (scones, quiche, cucumber sandwiches). A pianist plays on weekends (from about 1pm or 2pm).
