Shanghai considers tax refunds for tourists

Authorities in Shanghai are considering implementing a refund to departure tax for visitors who spend more than ¥500 during their stay. The programme would offer a refund of up to eleven percent on taxes paid whilst shopping during their visit. If implemented, the Shanghai programme would be the second in mainland China after Hainan.
