The river bisects the city east to west but has in the past been plagued by high-rise buildings that limit views, particularly of the mountains that surround Seoul. The plan will limit new buildings to heights below 35 floors and applies to an around a 1km radius from river banks covering around 82 sq km, or around 13.5% of the entire city.
