Government offices are open weekdays 8am to 12.30pm and 1.30pm to 4pm. It's probably best not to make appointments between noon and 2pm. Government offices, NGOs and banks close on public holidays, but not all places do. You'll usually find at least one place to eat, and even fusi open on Sunday after church.
