1The Festival of Quito is on at that time so you should get some good nightlife around that time in Quito.
Every year on December 6 the festival of “Fiestas de Quito” is celebrated to commemorate the day; the Spanish laid the foundation of the city in the year 1534. People enter the street, dance and have fun, huge display of fireworks is put on show and all the square and venues of Quito are packed with shows organised in remembrance of the event. There are dancers, musicians and merriment all around and the festivities are no less than a carnival.

As said above that festival is very good. One of the main events in Quito is the bullfighting which is not for everybody but it is still good to see once. There is definitely a lot more action around the Mariscal (tourist area) during that time which would be good to see. Good for nightlife any time but especially around the festival.
If you are going to be in Quito and like hiking then you should try to climb Cotopaxi which is just outside the city. You can do a day trip up to base camp at 4800mtrs or you could organise with a tour in the Mariscal to climb to the top (6000mtrs) over the weekend. It is a brilliant experience and you don’t need to be an expert to do it. Just make sure you are a few days in Quito to acclimatise before you attempt it. More hiking can be done in plenty of places around like Banos or Mindo. You can also mountain bike down the mountain or just hike around the national park. It is only 2hrs outside the city.
Im not so sure about the surfing but I went to the Galapagos and if you are going there the diving is brilliant.
You may find more info on Quito and surroundings here that may be of help and give you some ideas.

4Hiking, Diving and surfing you can do all of this from Bahia de Caraquez. BahiaAdventure tours offers dives to the lost city and cabo pasado reef.
Hiking or mountain biking south through The dry coastal tropic forest is amazing , you can start around Playa La Punta Gorda. and head towards Chirije
And surfing is everywhere. The popular beach 20min north of Bahia is called Canoa. But the better waves are actually in playa Bricenos or Playa Punta la Gorda. . Surfers in the know go there , the tourist coming to learn to surf go to Canoa.
