1Downtown is not a phrase which works anywhere except the US. You mean central Dublin.
Check out Hostelworld for a mass of reviews and opinions as opposed to single anecdotes you might get here. Abigail's and Jacobs Inn have both been praised by people I know who used them. Generator Hostel gets good reports for fun but is a distance from many main attractions, like a good solid 15 min walk.
In terms of that '30' number you will find something for EUR30 per person per night for twin room with ensuite but you will not find anything much below that in that category. Availability is starting to vanish and you will struggle to get availability for the night of 31 Dec if that is your intention.

2I havn't stayed in Generator hostel but heard good reports too. As above its a 15/20min walk to town centre but if you don't mind that its fine otherwise there is a tram to take you there in 5 minutes. It is also close to Phonix Park, Guinness storehouse, National museum and right beside the Jameson distillery if you plan visiting these.
Barnacles in Temple Bar is also quite good and it is as central as you can get - although try get out of Temple Bar at night for more interesting pubs but plenty within walking distance!
