2Michael is right that rental companies do not allow self-drive. However, if you have an Ethiopian driver’s license there are people that rent cars. However, these are Toyota Corollas or similar for use in Addis and not 4X4 for travel to the hither lands. The going rate for a Corolla is about 350 birr/day ($18.70) daily or 300 birr ($15.95) for longer term like a month.
You will find that most people that live here, would not recommend that you drive here unless you are familiar with the language and/or have someone that can assist you in case of an accident.
If by GPS you mean a hand-held Garmin or the like, yes you can. If mean a Tom Tom with road maps etc, no they will not work here.

3For me, it's clear that zongororo is a "real"tourist (I mean a foreigner who is in Ethiopia for a limited time, for tourism and not an expat, who are living there for few months (at least) and who is moving around for tourism)
For this reason he had no Ethiopian driving license and for this reason can' rent a car (sedan or 4X4) by himself.
Maps inside the Bradt guidebook are enough to move around.
