Ha Noi: Bustling, noisy with a great wealth of architecture in some parts. The very unusual Old Quarter, The French Quarter and the lake areas.
HCMC: more cosmopolitan, broader boulevards, and one of the most moving of museums at The War Remnants.
I would say that HCMC is memorable but Ha Noi is unforgettable. But both are very worthwhile.

6I think Hanoi is less overwhelming and easier to navigate than Ho Ci Minh city. It took me a few visits to really start to like HCMC and is still harder work to make the most of it. When I've travelled with others they've been challenged by it, particularly the noise and traffic, but entranced by Hanoi, even though the traffic and pollution is getting worse every year.
I would suggest, if you do go to Hanoi, that you do a street food tour and go out to the ethnology museum. It can be quite cold in Hanoi in winter and very hot in the middle of summer.

7Hanoi: Very traditional, historical, real Vietnamese architecture. And you could enjoy Sapa (it has 4 seasons in a day), Halong Bay...Don't forget Duong Lam ancient village and Bat Trang village (pottery village)
Ho Chi Minh: Greatttttt food, nice people, Cu Chi Tunnel. If you have more time, don't forget to visit Melkong Delta with floating market and Phan Thiet with nice beach.
It depends on the time you will visit, duration and other things. If you visit in the winter, Hanoi is very cold, wet with hard raining and the traffic is so bad because of flood in the city (Now, it has a storm and city become a Vietnamese Venice). If you visit in the summer, both of Hanoi and Ho Chi Minh are Ok.

but for my point of view and in general, this answer can be quoted as: Hanoi, is a little paris with handsomely decorated french style quarters, the Hoan kiem lake is great place to wonder around, and if you want to experience a historical vietnam then Hanoi wouldbe a good choice
HCMC: if you are into all night party, a vibrant bustling Sai gon is your best choice, you can take a day tour to Mekong and or Cu Chu tunnels as well.
