1Yes. Having an Iranian sim card and/or Iranian mobile is a good idea. It will make booking your accommodations and plans much easier. If your phone is capable of accepting a foriegn sim card, one can be purchased for $3 at the airport. Look for an Irancell sim at Imam Khomeyni airport. Alternatively, if your phone cannot accept a foreign sim, a basic Iranian mobile can be purchased in Tehran for $30, including the sim. Pre-paid airtime is very affordable, and $10 should last you 3 weeks or more.

2as goldenway says, it is very inexpensive and can make it easier to book accomodation, tickets and stay in touch with friends in Iran. As it is inexpensive to use in Iran and expensive to use for international SMS and calls, you could consider to bring (or buy) a second cell phone for this use.
Be aware that the hotel receptions normally are very helpfull with booking bustickets onward accomodation etc, meaning that even if you don't have your own SIM card, you can arrange a lot of stuff without using your foreign SIM card.
