I was there two months ago, and the price was US$90 for a 30 day visa (I understand it's cheaper if you want a 3 day visa). While the price may have gone up, I agree that the staff at the airport are nicer and more efficient than the Djiboutian consulates I've dealt with, and in my case, also cheaper, as the Mission to the UN in NY no longer issues tourist visas, and I would've had to mail my application to DC.

4Djibouti Visa in past cost 5000 DJF that was 25 Dollars, now it;s going up 10.000 DJF it cost around 60 Dollars. I read new report it cost 90 Dollars for 1 month. The must important thing most EU countries and few asian countries Inc Japan and western countries can get a visa at the airport.
If visiting friends and family i was told you must provide there phone number and name, also stay in Hotel must provide the name. Rules keep on changing, you really know once travel to the airport.
