16A colectivo is a shared taxi. When I took colectivos in Oaxaca, they were standard transmission Tsurus. They would wait for 5 people (yes, even with the stick shift), and then they head in the direction of a set destination (which is advertised in lettering on the windshield/back window of the car), stopping along the way in nearby towns to drop people off or pick people up. In Oaxaca, there were 3 locations that one would catch a colectivo, depending on the desired destination. The advantage is that it's cheaper than a taxi (but more expensive than a bus), and that there is some flexibility in drop off locations. Now, for big overgrown Americans (like myself), it behooves you to sit in the back if you are able, as it is might uncomfortable to be sharing the front seat with another adult that you don't know -- or don't care to know that well.
