According to the webcams (http://www.comune.venezia.it/flex/cm/pages/ServeBLOB.php/L/EN/IDPagina/893), no.2
Please remember that the flooding in Venice is related to the tides. High water only lasts a few hours and is most often limited to the lowest-lying areas (which, unfortunately, include many of the most popular areas). So Venice is seldom "still" flooded after a few hours, But if conditions are right--or wrong--parts can flood multiple times in the stretch of a few days.Check the tide forecast. Wellies are widely available, so there's no point in bringing them unless it looks like you'll arrive in the middle of a very high tide. Even then, your luggage--if you're carrying too much of it--will be a bigger problem than your feet. You can always stick to the high ground and wait for the water to recede.
