I want to travel by car from Estonia, through Letvia and Lithuania to Poland and further on to Berlin.What do you recomend, to travel through Kaliningrad or not.
If the answer is yes, I need a visa. Where can I get this and what are the estimated costs?
By the way, I have a dog with me. What papers do I need for the dog?

Visa costs will depend upon your passport which you neglected to mention. Also they aren't generally available immediately and would require a few days to a week or more to obtain. Russian tourist visas are date specific and limited to 30 days so you would need to have some idea of your schedule. You can't get a transit visa since there is no reason to have to cross Kalinigrad unless you plan to go to Belarus.For a tourist visa you would need an invitation which costs about 30 USD plus photos and the cost of the visa itself.
Whether to stop in Kaliningrad or not depends some on the amount of time you have for your trip and your interests both of which you neglected to mention.
