15Thanks again all for your valuable comments. I decided to indeed skip Mandalay this time around as i would prefer to be a bit more out of the way. I re-examined the possibility of going to Kengtung and even though there are only daily hikes involved and it is quite expensive to get there, I will fit this in to my trip together with Bagan and Inle Lake.
13 days are not enough to do everything.

16Does any of you happen to have an idea of what is reasonable in terms of plane tickets to Kengtung?
I managed to get my plane tickets reserved today and they will cost a whopping $355, $212 to fly from Yangon to Kengtung and $143 for the flight from Kengtung to Heho. I am not sure what the base price for the tickets is and what the commission charged. Do these prices sound reasonable to those who have been there before?

19Thanks both. Rivaltribal I saw the other response too. From Yangon it's definitely more expensive as it makes three stops before reaching Kengtung. The ones you mentioned plus Heho. But the price i was given is still too high and the return flight is pretty crazy.
The problem is that I only have a single day in Yangon when I will be able to make all the arrangements and it would be nice to get to see the city a bit too.
I will keep trying with other agencies.

20I have an update on the Kyaing Tong (Kengtung) trip front in case anyone plans to travel there in the near future. After searching a bit more, i managed to get a lot more decent prices through Radiant Tour, based in Yangon. The
Yangon - Kengtung ticket is going to cost $130 and
Kengtung - Heho ticket is going to cost $140
They are booked with different airlines, which might account for why the second ticket is more expensive, while i would have expected them to be the other way around.
I approached the travel agency through Facebook but here are their details in case anyone wants to contact them directly:
RADIANT TOURS & TRAVELS

They took a good 4-5 days to reply to my first email but have been very polite and helpful and are writing back to me in excellent English.

might be so but other than spending around 40 hours in Bangkok on my way back from Myanmar, i have not planned to go to Thailand at all. I would have to replan eveything and i don't have enought time. But in retrospect had i known i really wanted to go there, perhaps i could have planned it differently.
