If a US citizen's passport is lost/stolen in Cuba would s/she be fined?

And was that passport loss before or after EA was refused entry back in to the US and was left in limbo in Canada until his congressman intervened ?

If you lost your US passport in Cuba, you would be so happy to get it back that you would be happy to pay the fine.

Isn't that why we travel? For the experiences? Well I am sure you would be telling the grandkids about that one.
